These facilities are not often aesthetically pleasing in appearance or well maintained. In order to preserve and protect the visual quality and character of commercial areas, the City of Greer is proposing a text amendment to their zoning ordinance to regulate, establish rules, and require registration of the use of donation bins. This text amendment would define donation bins, identify their appropriate location, and establish a registration process to improve the visual appearance and well as public safety and health.

AN 2014-19 is an annexation request located at 1680 Gibbs Shoals Road. This property which contains a single-family residence is requesting an R-12 SingleFamily Cluster zoning classification in the City of Greer.

This area along Gibbs Shoals Road has attracted a lot of residential development in the past due to the location of both schools. There has been a mixture of both higher and lower density residential developments occur over the years in this area. The City of Greer’s Future Land Use Map anticipated such development and suggested a Residential Land Use 3 Classification. Staff believes the proposed zoning is in keeping with the Future Land Use Map.

A large majority of the Community residential areas will have this category designation.

The density range of these areas is between 2.6 to 4.5 units per acre. There may also be some of the lower density developments who were at one time considered the more rural parts of the community, included in this category.

Community Center – an example is the Hammet Bridge Road/Suber Road area. These centers can vary in size, but are centrally located within a community and is designed to serve multiple surrounding neighborhoods on a daily or weekly basis. Community centers can contain grocery stores, restaurants, personal and professional services, etc. These land uses are normally equivalent to the medium and higher density residential zoning districts, as well as the C-2, and O-D zoning districts. The land use balance is about 40% residential and 60% nonresidential. The community center is about a maximum 30 minute walk for its service area population.

AN 2014-23 is an annexation request for property located along South Carolina Highway 101 South, south of its intersection with Snow Road.

The proposed zoning classification for this property is R-12, Single-Family Residential. This portion of Highway 101 South is characterized by a mixture of residential and nonresidential uses fronting along the road.

As your travel south on Highway 101 South, the land uses begin to soften and transition from more nonresidential than residential to more vacant land and residential uses. The proposed R-12 Zoning falls within this larger transitional area and appears to be compatible with the prevailing development pattern, and the Spartanburg County Comprehensive plan.

AN 2014-24 is an annexation request for property located on SC Highway 101 North, south of the O’Neal Village planned development. An R-12 Single-family Residential Zoning District is being requested in conjunction with this annexation.

This section of Highway 101 North is characterized by vacant land and singlefamily residential development. The residential lot sizes in the area range from 7,000 square foot lots to 30,000 square foot lots. The proposed zoning allows lot sizes that fall within this range and are consistent with the Greenville County Comprehensive Plan.
